Abstract

The integrated downstream processing of rice has strong potential to increase the value added of the rice agro-industry, yet its success depends heavily on human resource (HR) readiness, risk management, and sustainability priorities that have rarely been examined simultaneously. This study aims to descriptively analyze HR training needs, risk levels, and the importance of sustainability aspects in the integrated downstream processing of rice. Primary data were collected through a closed-ended questionnaire using a 1–5 Likert scale from 10 key respondents (purposive sampling/census), and analyzed using descriptive statistics (mean, median, standard deviation, coefficient of variation) categorized through a Likert class-interval method (Sturges’ rule). The results show that all eight types of HR training fall into the “very high” category (mean scores of 4.5–4.9), with digital marketing and premium rice e-commerce training ranked as the highest priority (4.9). Regarding risk, price fluctuations of dry unhulled paddy (GKP)/rice and changes in government regulation were identified as the highest-scoring risks (3.1 each, “moderate” category), while the risk of low technology adoption among local workers was rated lowest (1.6). On the sustainability dimension, mill energy self-sufficiency based on biomass achieved a perfect score (5.0), followed by strengthening of cooperative institutions (4.9), while reducing post-harvest losses received the relatively lowest, though still “high”, score (3.9). These findings indicate that successful rice downstream processing requires an integrated strategy prioritizing HR training investment, mitigation of external risks (price and policy), and strengthening of energy self-sufficiency and cooperative institutions. This study offers a practical, evidence-based priority map for rice development strategy and opens opportunities for further research with broader samples and longitudinal approaches.
